In a soft strike against an innocuous statement by New York City Mayor Bill De Blasio, the NYPD’s curtailed policing of common misdemeanors like turnstile-jumping and marijuana possession has not translated into a rise in serious crime. Does the expensive “broken windows” approach to policing needs to be reconfigured?
